ایران اور امریکہ میں مذاکرات کی نگرانی کیلئے کمیٹی پر اتفاق

Iran and the US agree on a committee to monitor negotiations.

دفتر خارجہ کے مطابق اسلام آباد مفاہمتی یادداشت کے فریم ورک کے تحت اعلیٰ سطح پر مذاکرات کا پہلا دور سوئٹزرلینڈ کے شہر برگن اسٹاک میں اختتام پذیر ہوا، ان مذاکرات میں ایران، امریکہ، اور ثالثی کرنے والے دو ممالک قطر اور پاکستان کے نمائندوں نے شرکت کی۔
لیک لوسرن سربراہی اجلاس مثبت اور تعمیری ماحول میں منعقد ہوا، مذاکرات میں حوصلہ افزا پیش رفت ہوئی، جس میں مزید تکنیکی بات چیت کے لیے ایک نئے طریقۂ کار کا قیام بھی شامل ہے۔
مفاہمتی یادداشت کی بنیاد پر فریقین نے ایک اعلیٰ سطحی کمیٹی کے قیام پر اتفاق کیا ہے، جو ثالثی عمل کی سیاسی نگرانی کرے گی، مرکزی مذاکرات کار باقاعدگی سے اس کمیٹی کو رپورٹ پیش کریں گے اور جوہری امور، پابندیوں، نگرانی اور تنازعات کے حل سے متعلق ورکنگ گروپس کی قیادت کریں گے تاکہ مفاہمتی یادداشت اور دیگر معاملات پر مؤثر عمل درآمد یقینی بنایا جا سکے۔
اعلیٰ سطحی کمیٹی نے 60 دن کے اندر ایک حتمی معاہدے تک پہنچنے کے لیے روڈ میپ پر اتفاق کیا ہے، جس سے فوری طور پر مزید تکنیکی مذاکرات کا آغاز ممکن ہوگا، اس کے علاوہ مفاہمتی یادداشت کے پیراگراف 5 میں مذکور مدت کے لیے فریقین کے درمیان ایک مواصلاتی رابطہ لائن بھی قائم کی گئی ہے تاکہ غلط فہمیوں اور حادثات سے بچا جا سکے اور آبنائے ہرمز سے گزرنے والے تجارتی جہازوں کی محفوظ آمدورفت کو یقینی بنایا جا سکے۔
فریقین نے ایک ڈی کنفلکشن سیل (تنازع سے بچاؤ کے رابطہ مرکز) کے قیام پر اتفاق کیا ہے، جس میں فریقین اور جمہوریہ لبنان شامل ہوں گے اور جسے ثالث ممالک کی معاونت حاصل ہوگی، اس کا مقصد لبنان میں فوجی کارروائیوں کے خاتمے سے متعلق مفاہمتی یادداشت پر عمل درآمد کو یقینی بنانا ہے، تمام امور پر تکنیکی مذاکرات ہفتے کے بقیہ دنوں میں برگن اسٹاک ریزورٹ میں جاری رہیں گے۔
اعلامیہ کے مطابق ثالثی کرنے والے ممالک اس بات کو یقینی بنانے کے لیے اپنی بھرپور کوششیں جاری رکھیں گے کہ مذاکرات مثبت اور تعمیری ماحول میں آگے بڑھتے رہیں اور بالآخر ایک حتمی معاہدے تک پہنچا جا سکے۔
قطر اور پاکستان نے امریکہ اور ایران کی جانب سے سفارت کاری اور تنازع کے پُرامن حل کے لیے جاری عزم کو سراہا ہے، دونوں ثالث ممالک نے دوست اور برادر ممالک کا بھی شکریہ ادا کیا ہے جنہوں نے مذاکراتی عمل میں مسلسل تعاون اور قیمتی کردار ادا کیا

According to the Foreign Office, the first round of high-level negotiations under the framework of the Islamabad Memorandum of Understanding (MoU) concluded in the Swiss city of Bergenstock, attended by representatives of Iran, the United States, and the two mediating countries, Qatar and Pakistan.
The Lake Lucerne Summit was held in a positive and constructive atmosphere, with encouraging progress in the negotiations, including the establishment of a new methodology for further technical discussions.
Based on the MoU, the parties have agreed to establish a high-level committee, which will provide political oversight of the mediation process. The lead negotiator will regularly report to this committee and lead working groups on nuclear issues, sanctions, safeguards and dispute resolution to ensure effective implementation of the MoU and other issues.
The High-Level Committee has agreed on a roadmap to reach a final agreement within 60 days, which will allow for the immediate commencement of further technical negotiations. In addition, a communication line has been established between the parties for the period specified in paragraph 5 of the Memorandum of Understanding to avoid misunderstandings and accidents and to ensure the safe passage of commercial vessels passing through the Strait of Hormuz.
The parties have agreed to establish a de-conflict cell, which will include the parties and the Republic of Lebanon and will be supported by the mediators, with the aim of ensuring the implementation of the Memorandum of Understanding on the cessation of military operations in Lebanon. Technical negotiations on all issues will continue at the Bergenstock Resort for the rest of the week.
According to the statement, the mediators will continue their best efforts to ensure that the negotiations continue in a positive and constructive atmosphere and ultimately reach a final agreement.
Qatar and Pakistan have appreciated the ongoing commitment of the United States and Iran to diplomacy and a peaceful resolution of the conflict. The two mediator countries have also thanked the friendly and brotherly countries that have continued to cooperate and play a valuable role in the negotiation process.
