Released the rules and regulations for pardoning prisoners

محکمہ داخلہ نےجیلوں میں اصلاحات کےحوالے سے قواعدوضوابط اور معیارات جاری کردیئےہیں۔ اچھے کردارکے حامل قیدی کوایک سال قید بامشقت مکمل ہونے پر15 دن رعایت ہوگی۔ دوران اسیری تعلیمی قابلیت بہتر کرنیوالے قیدیوں کوسکیل کے مطابق سزاکی معافی ہوگی۔ میٹرک، انٹر، بی اے یا ایم اے کرنیوالے اسیران کو6 ماہ سے10 ماہ معافی ملےگی۔ حفظ القرآن و ترجمہ مکمل کرنیوالے اسیران کو6 ماہ سے2 سال سزاکی معافی ملےگی۔ الیکٹریشن، موٹربائینڈنگ، بیوٹیشن و دیگر کورسز کرنیوالے اسیران کو1 ماہ تک سزا کی معافی ملےگی۔ سپرنٹنڈنٹ جیل30 یوم کی سپیشل معافی کا اعلان کرسکیں گے۔ آئی جی جیل60 یوم، سیکرٹری داخلہ90 یوم سپیشل معافی دےسکیں گے۔ وفاقی حکومت کی جانب سےقیدی کو60 یوم کی سپیشل معافی مل سکےگی۔ صدرمملکت کی جاری کردہ معافی آرٹیکل 45 کے تحت تمام قوانین پرفوقیت رکھتی ہے۔ جیل قوانین کے مطابق سزایافتہ قیدی خون عطیہ کرنے پر30 یوم معافی کا حقدارہوگا۔ ایک عطیہ سے دوسرے کے درمیان کم ازکم 6 ماہ کا وقفہ لازم ہے۔ 5 سال سےزائدسزاکا قیدی زیادہ سےزیادہ 4 بارخون عطیہ کرسکتا ہے۔ دہشتگردی، تخریب کاری میں ملوث قیدی کسی قسم کی معافی کے حقدار نہیں ہونگے۔ ریاست مخالف سرگرمیوں میں ملوث سزا یافتگان بھی معافی کے حقدارنہیں ہونگے۔

The Home Department has issued rules, regulations and standards regarding reforms in prisons. A prisoner with good character will get 15 days relaxation on completion of one year of imprisonment with hard labour. Prisoners who improve their educational qualifications during captivity will be exempted from punishment according to the scale. Prisoners doing Matric, Inter, BA or MA will get 6 months to 10 months remission. Prisoners who complete the memorization and translation of the Qur’an will be pardoned from 6 months to 2 years. Prisoners doing electrician, motor binding, beautician and other courses will get 1 month exemption from punishment. The Superintendent of Jails will be able to announce a special amnesty of 30 days. IG Jail 60 days, Interior Secretary 90 days will be able to give special amnesty. On behalf of the federal government, the prisoner will be able to get a special amnesty of 60 days. An amnesty issued by the President supersedes all laws under Article 45. According to jail rules, a convicted prisoner will be entitled to a 30-day grace period for donating blood. A gap of at least 6 months is required between one donation. A prisoner with a sentence of more than 5 years can donate blood up to 4 times. Prisoners involved in terrorism, sabotage will not be entitled to any amnesty. Convicted persons involved in anti-state activities will also not be entitled to amnesty.
