Global silence on undeniable evidence of Indian terrorism in Pakistan threatens peace

پاکستان کی جانب سے بھارتی ریاستی دہشت گردی کے ناقابل تردید شواہد پیش کرنے پر عالمی برادری کی خاموشی سے عالمی امن کو خطرہ لاحق ہو گیا ہے۔پاکستان میں بھارتی ریاستی دہشت گردی کے ناقابلِ تردید اور مستند شواہد ایک بار پھر منظرِ عام پر آ رہے ہیں، جن سے بھارت کی خفیہ ایجنسیوں کی سرپرستی میں ہونے والی دہشت گردی کی کارروائیوں کی حقیقت واضح ہوتی ہے۔
پاکستان اور دیگر متاثرہ ممالک کی جانب سے بارہا بین الاقوامی سطح پر بھارت کی مداخلت اور تخریبی کردار کے شواہد پیش کیے جا چکے ہیں، پاکستان ان چند ممالک میں شامل ہے جو اس بھارتی رویے سے سب سے زیادہ متاثر ہوئے ہیں، خصوصاً بلوچستان میں گزشتہ دو دہائیوں کے دوران جاری بھارتی خفیہ دہشت گردی کی مہم عالمی امن کے لیے شدید خطرہ بن چکی ہے۔
2009ء میں مصر کے شہر شرم الشیخ میں ہونے والی دو طرفہ بات چیت کے دوران پاکستان نے پہلی بار باضابطہ طور پر بلوچستان میں بھارتی مداخلت کا معاملہ اٹھایا، 2010ء میں وکی لیکس کے انکشافات سے بھی اس بات کی تصدیق ہوئی کہ بین الاقوامی مبصرین پاکستان میں بھارتی خفیہ سرگرمیوں، خاص طور پر بلوچستان میں بدامنی سے متعلق کارروائیوں سے بخوبی آگاہ تھے۔
2015ء میں پاکستان نے بھارتی دہشت گردی کے ثبوتوں پر مشتمل ایک جامع ڈوزیئر اقوامِ متحدہ کو پیش کیا، جس میں بھارتی انٹیلی جنس اداروں کے کردار کو بے نقاب کیا گیا، 2016ء میں بھارتی نیوی کے حاضر سروس افسر کلبھوشن یادیو کی گرفتاری نے ان شواہد کو عملی شکل دے دی، کلبھوشن نے پاکستان میں تخریب کاری، خاص طور پر بلوچستان میں کارروائیوں کا اعتراف کیا۔
پاکستان نے 2019ء اور پھر 2023ء میں اقوام متحدہ کو مزید ڈوزیئرز فراہم کیے جن میں سرفراز بنگل زئی اور گلزار امام شمبے کے اعترافی بیانات شامل تھے، جنہوں نے بھارتی انٹیلی جنس اہلکاروں سے تربیت اور ہدایات لینے کا اعتراف کیا۔
ڈی جی آئی ایس پی آر کی حالیہ بریفنگ میں بھارتی فوجی افسران کے پاکستان میں دہشتگردی میں براہ راست ملوث ہونے کے شواہد پیش کیے گئے، جن سے یہ بات واضح ہوتی ہے کہ یہ کوئی انفرادی کارروائیاں نہیں بلکہ باقاعدہ ریاستی پالیسی کا حصہ ہیں۔
دفاعی ماہرین کا کہنا ہے کہ پاکستان کی جانب سے پیش کیے جانے والے شواہد مسلسل عالمی برادری کے سامنے رکھے جا رہے ہیں، لیکن بھارتی حکومت کی جانب سے انکار اور خاموشی خطے کو تصادم کی طرف دھکیل رہی ہے، اب وقت آ چکا ہے کہ عالمی برادری بھارتی ریاستی دہشتگردی پر سنجیدگی سے نوٹس لے اور اس کے خلاف عملی اقدامات کیے جائیں۔

Irrefutable and authentic evidence of Indian state terrorism in Pakistan is once again coming to light, which makes clear the reality of terrorist acts sponsored by Indian intelligence agencies.
Pakistan and other affected countries have repeatedly presented evidence of India’s interference and subversive role at the international level. Pakistan is among the few countries that have been most affected by this Indian behavior, especially in Balochistan. The ongoing Indian covert terrorism campaign in Balochistan over the past two decades has become a serious threat to world peace.
In 2009, Pakistan formally raised the issue of Indian interference in Balochistan for the first time during bilateral talks held in Sharm el-Sheikh, Egypt. The WikiLeaks revelations in 2010 also confirmed that international observers were well aware of Indian covert activities in Pakistan, especially operations related to unrest in Balochistan.
In 2015, Pakistan submitted a comprehensive dossier containing evidence of Indian terrorism to the United Nations, which exposed the role of Indian intelligence agencies. The arrest of serving Indian Navy officer Kulbhushan Jadhav in 2016 gave practical form to this evidence. Kulbhushan confessed to sabotage activities in Pakistan, especially in Balochistan.
Pakistan provided more dossiers to the United Nations in 2019 and again in 2023, which included confessional statements of Sarfaraz Bangalzai and Gulzar Imam Shambe, who admitted to receiving training and instructions from Indian intelligence officials.
In a recent briefing by the DG ISPR, evidence of direct involvement of Indian military officers in terrorism in Pakistan was presented, which makes it clear that these are not individual actions but part of regular state policy.
Defense experts say that the evidence presented by Pakistan is constantly being presented to the international community, but the Indian government’s denial and silence are pushing the region towards conflict. It is time for the international community to take serious notice of Indian state terrorism and take practical steps against it.
