Decision to establish Punjab Special Planning Authority to tackle illegal housing societies

وزیراعلیٰ پنجاب مریم نواز شریف نے غیر قانونی ہاؤسنگ سوسائٹیز کے سدباب کے لئے پنجاب سپیشل پلاننگ اتھارٹی قائم کرنے کا اصولی فیصلہ کر لیا۔
وزیراعلیٰ پنجاب مریم نواز شریف کی زیر صدارت اجلاس ہوا جس میں کمرشل اور رہائشی علاقوں کے الگ الگ یکساں کلر اور ڈیزائن کی تجویز کا جائزہ لیا گیا، ہاؤسنگ سوسائٹیز میں گھروں کو ماحول دوست، واک ایبل اور جدید تقاضوں کے مطابق بنانے کا جائزہ بھی لیا گیا۔
اجلاس میں لاہور ڈویلپمنٹ پلان کے فیز ون کے تحت 414 سکیموں پر پیشرفت کی رپورٹ پیش کی گئی، وزیراعلیٰ نے لاہور ڈویلپمنٹ پلان پر پیشرفت کا جائزہ لینے کے لئے روزانہ کی بنیاد پر تفصیلی رپورٹ طلب کر لی۔
اجلاس میں بریفنگ دیتے ہوئے بتایا گیا کہ لاہور ڈویلپمنٹ پلان میں ای ٹینڈرنگ کی وجہ سے کروڑوں روپے کی بچت ممکن ہوئی ہے۔
اس دوران اضلاع میں ڈسٹرکٹ سپیشل پلاننگ کمیٹی کے قیام پر اتفاق ہوا، متعلقہ ڈپٹی کمشنر ڈسٹرکٹ سپیشل کمیٹی کے سربراہ ہوں گے، واپڈا، سوئی گیس اور واسا سمیت سروسز فراہم کرنے والے دیگر اداروں کے نمائندے بھی ڈسٹرکٹ سپیشل کمیٹی میں شامل ہوں گے۔
علاوہ ازیں اراضی کے غیرقانونی استعمال کو روکنے کے لئے وائلیشن ٹریکنگ میکنزم بھی دیا جائے گا، ڈسٹرکٹ ڈیجیٹل وال کے ذریعے اراضی کے غلط استعمال کی نشاندہی ہو گی، ڈیجیٹل ڈیٹا کی بنیاد پر درخواستوں کی فاسٹ ٹریک پر منظوری کا فیصلہ بھی کیا جا سکے گا۔
مزید برآں کمرشل، رہائشی اور زرعی زمینوں کی زوننگ کی جائے گی، پی ایس پی اے ڈسٹرکٹ لینڈ یوز پلان اور زوننگ کرے گی، ڈسٹرکٹ لینڈ یوز پلان اور زوننگ کو ہر چار سال میں ریویو کیا جائے گا۔
وزیراعلیٰ مریم نواز شریف نے ہاؤسنگ سیکٹر کی زیر التواء درخواستیں فوری طور پر نمٹانے کا حکم دیتے ہوئے کہا ہے کہ ٹاؤن پلاننگ مستحکم مستقبل کی ضمانت ہوتی ہے، ناقص حکمت عملی کی وجہ سے اربن ایریاز میں بے ہنگم اور غیرقانونی ہاؤسنگ سوسائٹیاں بن رہی ہیں۔

Punjab Chief Minister Maryam Nawaz Sharif has taken a principled decision to establish a Punjab Special Planning Authority to address illegal housing societies.
A meeting was held under the chairmanship of Punjab Chief Minister Maryam Nawaz Sharif in which the proposal for separate uniform color and design of commercial and residential areas was reviewed, and the construction of houses in housing societies was also reviewed to be eco-friendly, walkable and in accordance with modern requirements.
A progress report on 414 schemes under Phase One of the Lahore Development Plan was presented in the meeting. The Chief Minister sought a detailed report on a daily basis to review the progress on the Lahore Development Plan.
While giving a briefing in the meeting, it was informed that savings of crores of rupees have been possible due to e-tendering in the Lahore Development Plan.
During this, it was agreed to establish a District Special Planning Committee in the districts, the concerned Deputy Commissioner will be the head of the District Special Committee, representatives of other service providers including WAPDA, Sui Gas and WASA will also be included in the District Special Committee.
In addition, a violation tracking mechanism will also be provided to prevent illegal use of land, misuse of land will be identified through the district digital wall, and decisions on fast-track approval of applications can also be made based on digital data.
In addition, zoning of commercial, residential and agricultural lands will be done, PSPA will prepare district land use plan and zoning, and district land use plan and zoning will be reviewed every four years.
Chief Minister Maryam Nawaz Sharif, while ordering the immediate disposal of pending applications of the housing sector, has said that town planning is a guarantee of a stable future, due to poor strategy, chaotic and illegal housing societies are being formed in urban areas.
