Government is the beneficiary of enforced disappearances: Islamabad High Court

اسلام آباد ہائیکورٹ کے جسٹس میاں گل حسن اورنگزیب نے لاپتہ افراد کے کیس میں ریمارکس دیئے ہیں کہ لوگوں کو اٹھایا جارہا ہے مگر چیف ایگزیکٹو کچھ نہیں کر رہے، بظاہر لگ رہا ہے کہ حکومت ہی جبری گمشدگیوں کی بینیفشری ہے۔
اسلام آباد ہائیکورٹ کے جسٹس میاں گل حسن اورنگزیب نے اظہر مشوانی کے 2 لاپتہ بھائیوں کی بازیابی سے متعلق کیس کی سماعت کی، درخواست گزار اظہر مشوانی کے والد کے وکیل بابر اعوان اور آمنہ علی عدالت کے سامنے پیش ہوئے۔ایڈیشنل اٹارنی جنرل منور اقبال دوگل بھی عدالت کے روبرو پیش ہوئے۔
دوران سماعت عدالت نے استفسار کیا کہ کچھ معلوم ہوا ہے؟ جس پر ایڈیشنل اٹارنی جنرل منور اقبال دوگل نے بتایا کہ آج بھی ہائی لیول پر رابطہ ہوا ہے، ہر لحاظ سے کوشش جاری ہے۔
بابراعوان نے اپنے دلائل میں عدالت کو بتایا کہ 5 قوانین بغاوت اور بغاوت پر اکسانے کو ڈیل کرتے ہیں، کہیں نہیں بتایا گیا قومی مفاد کیا ہے، مجھ سے پوچھیں گے قومی مفاد کیا ہے تو میں کہوں گا بجلی کی قیمت کم کرو، بلوچستان والا کہے گا مجھے گیس فراہم کرو، اس کا یہ قومی مفاد ہے۔
اس دوران پنجاب پولیس لاہور سے ایس پی عدالت کے سامنے پیش ہوئے اور بتایا کہ فیملی کی جانب سے سی سی ٹی وی فوٹیج فراہم کی گئی ہے، ریزولیوشن کم ہونے کی وجہ سے نادرا یا فرانزک ایجنسی سے کچھ پتا نہیں چل سکا، جیو فینسنگ 10 ہزار نمبرز کی حاصل کی لیکن ابھی تک کچھ معلوم نہیں۔
انہوں نے بتایا کہ آج 23 اگست تک کوئی بھی قابل عمل معلومات نہیں ملی، سیف سٹی پراجیکٹ ہر اینگل سے کور نہیں کر پاتا، اس وقت تک کوئی بھی لا انفورسمنٹ ایجنسی اس حوالے سے کچھ پتا نہیں چلا سکی۔
جسٹس میاں گل حسن اورنگزیب نے ریمارکس دیئے کہ بظاہر یوں لگ رہا ہے کہ حکومت ہی جبری گمشدگیوں کی بینیفشری ہے، کیسے اس ملک میں لوگ اغوا ہوتے ہیں اور چیف ایگزیکٹو کچھ نہیں کرتے، اٹارنی جنرل نے کہا تھا وزیراعظم کو اس معاملے پر بریف کروں گا، چیف ایگزیکٹو کو ان معاملات کا پتا ہے مگر پھر بھی لوگ جبری طور پر لاپتہ ہو جاتے ہیں۔
