ڈائریکٹر جنرل (ڈی جی) انٹر سروسز پبلکک ریلیشنز (آئی ایس پی آر) لیفٹیننٹ جنرل احمد شریف چوہدری کا کہنا ہے کہ بلوچستان میں دہشت گردی اور اس سے پہلے ہونے والے دہشت گرد واقعات کا مین اسپانسر مشرقی پڑوسی ملک ہے، جعفر ایکسپریس کا واقعہ بھارت کی دہشت گرد ذہنیت کا تسلسل ہے۔
اسلام آباد میں وزیر اعلیٰ بلوچستان سرفراز بگٹی کے ہمراہ پریس کانفرنس کرتے ہوئے ڈی جی آئی ایس پی آر نے کہا کہ خارجیوں سمیت افغانی بھی پاکستان میں دہشت گردی میں ملوث ہیں ، افغانستان سے جدید غیر ملکی اسلحہ پاکستان میں دہشت گردی کی کارروائیوں میں استعمال کیا جاتا ہے، افغانستان میں دہشت گردوں کو ہر قسم کی اسپیس مل رہی ہے ۔
انہوں نے کہا کہ دہشت گردی کے خاتمے کے لیے تمام اسٹیک ہولڈرز کو اپنا کردار ادا کرنا ہوگا ، دہشت گردی کے خاتمے کے لیے نیشنل ایکشن پلان کے چودہ نکات پر عمل کرنا ہوگا۔
ڈی جی آئی ایس پی آر نے کہا کہ ٹرین واقعے سے پہلے دہشتگردوں نے ایف سی چیک پوسٹ پر حملہ کیا، دہشتگردی کے لیے انتہائی دشوار گزار علاقے کا انتخاب کیا گیا، دہشتگردوں نے مسافروں کو اتار کر ٹولیوں میں تقسیم کیا۔
لیفٹیننٹ جنرل احمد شریف چوہدری نے کہا کہ دہشتگردوں کی کمیونیکیشن سے ہمیں پتا چلا کہ ان کے درمیان خودکش بمبار بھی ہیں، یرغمالیوں کی رہائی کے لیے خصوصی انداز میں کارروائی کی گئی۔
ڈی جی آئی ایس پی آر نے کہا کہ خودکش بمباروں کی وجہ سے محتاط انداز میں آپریشن کیا گیا، فورسز نے اپنا آپریشن شروع کیا اور ضرار کے کمانڈوز انجن سے داخل ہوئے۔
ڈی جی آئی ایس پی آر نے کہا کہ دہشتگرد شہریوں کو شہید کرتے رہے تاکہ خوف پھیلا رہے، ایک فائر پہاڑ سے آیا جس سے ہمارا ضرار کا ایک جوان زخمی ہوا، پہاڑ سے فائر کرنے والے دہشت گرد کو نشانہ بنا کر ہلاک کیا گیا، دہشتگرد جو ٹرین کی سائیڈ پر موجود تھے ان کو ہلاک کیا گیا، فائنل کلیئرنس آپریشن میں دہشتگرد کسی کو نقصان نہ پہنچا سکے۔
انہوں نے کہا کہ دہشت گردوں کے درمیان خودکش بمبار بھی موجود تھے، دہشت گرد کئی گروپوں میں تھے، دہشت گردوں نے دھماکے کے ذریعے ٹرین کو روکا، پاکستان ایئر فورس نے آپریشن کے دوران بہت اہم کردار ادا کیا، پورے آپریشن کے دوران کسی مسافر کو نقصان نہیں پہنچا۔
انہوں نے کہا کہ کچھ مسافروں نے بھاگنے کی کوشش کی تھی تو دہشت گردوں نے ان پر فائرنگ کی، یرغمالی جیسے ہی آگے بڑھے تو ایف سی انکے ساتھ رابطے میں آئی اور انہیں میڈیکل سہولت وغیرہ دی، پاک فوج کے اسنائپرز کی کارروائی کے بعد یرغمالیوں کو جان بچانے کا موقع ملا۔
ڈی جی آئی ایس پی آر نے کہا کہ دہشتگردوں کے پاس غیر ملکی اسلحہ موجود تھا، 36 گھنٹے کے اندر ایک کامیاب ترین آپریشن کیا گیا، بادغیس کے نائب گورنر کا بیٹا پاکستان میں دہشت گردی کی کارروائی میں مارا گیا، افغان دہشت گرد اس سے پہلے بھی کارروائیوں میں ملوث رہے۔انہوں نے کہا کہ سوشل میڈیا پر مصنوعی ذہانت کا سہارا لیتے ہوئے جعلی ویڈیوز بنائی گئیں، بھارتی میڈیا جعلی ویڈیوز کے ذریعے پروپیگنڈا کرتا رہا، آرٹیفیشل انٹیلی جنس کے ذریعے بھارتی میڈیا میں بڑھا چڑھا کر پیش کیا جارہا تھا۔
ڈی جی آئی ایس پی آر نے کہا کہ دہشت گردوں نے مسافروں کو یرغمال بنا کر رکھا، دہشت گردوں کی جانب سے جاری کی گئی پروپیگنڈا ویڈیوز کو بھارتی میڈیا بار بار چلاتا رہا، بھارتی میڈیا نے سوشل میڈیا سے اٹھا کر پرانی ویڈیوز بھی چلائیں۔
لیفٹیننٹ جنرل احمد شریف چوہدری نے کہا کہ ایک ایکٹیویٹی وہاں چل رہی تھی دوسری ایکٹیویٹی بھارتی میڈیا چلا رہا تھا، اگلی اہم بات یہ تھی شام کے وقت ایک گروپ یرغمالیوں کا دہشت گرد چھوڑ دیتے ہیں، یہ تاثر دینے کی کوشش کی گئی کہ جیسے یہ ہم نے چھوڑے ہیں، کچھ یرغمالیوں کو موقع ملا تو وہ وہاں سے بھاگ نکلے۔
ڈی جی آئی ایس پی آر نے کہا کہ دہشت گردوں کو مانیٹر، انگیج اور پھر موت کے گھاٹ اتارا گیا، دہشتگرد افغانستان میں اپنے ہینڈلرز کے ساتھ رابطے میں تھے، جعفر ایکسپریس کا واقعہ بھارت کی دہشتگرد ذہنیت کاتسلسل ہے۔
2014 کے بعد نیشنل ایکشن پلان اتفاق رائے سے بنا تھا
انہوں نے کہا کہ 2014 کے بعد نیشنل ایکشن پلان اتفاق رائے سے بنا تھا، نیشنل ایکشن پلان میں چودہ نکات تھے جن پر عملدرآمد ہو تو دہشت گردی ختم ہوگی، دہشتگردی کیوں بڑھ رہی ہے تو ہمیں دیکھنا ہوگا کہ وہ 14 نکات ہماری زندگی میں کہاں ہیں، چودہ نکات میں ایک نکتہ فوجی کارروائی ہے، فوجی کارروائی کا جو نکتہ ہے اس میں بتا سکتے ہیں ہم کیا کررہے ہیں۔
ڈی جی آئی ایس پی آر نے کہا کہ دہشت گردی کے خلاف کارروائی میں جانیں دی جارہی ہیں، افغانستان میں دہشت گردوں کو ہر قسم کی اسپیس مل رہی ہے، ایف سی کے تین جوان شہید ہوئے، 36 گھنٹے میں مشکل علاقے میں کامیاب آپریشن کیا گیا، دہشت گردی کے خلاف پوری قوم نے لڑنا ہوتا ہے۔
2025 میں اب تک 11 ہزار سے زائد آپریشن کیے گئے ہیں
ڈی جی آئی ایس پی آر نے کہا کہ2024 میں قانون نافذ کرنے والےاداروں نے 59 ہزارسے زائد آپریشن کیے ہیں، 2025 میں اب تک 11 ہزار سے زائد آپریشن کیے گئے ہیں۔
انہوں نے مزید کہا کہ 2025 میں روزانہ کی بنیاد پر تقریباً 180 آپریشن کیے جا رہے ہیں، 2024 اور 2025 میں 1250 دہشت گرد ہلاک ہوچکے ہیں، ہمارے پاس شواہد ہیں کہ افغانستان میں دہشت گردوں کو تربیت مل رہی ہے، افغان شہری دہشت گردی کی وارداتوں میں ملوث ہیں، اتحادی فوج کے افغانستان سے انخلا کے بعد اسلحہ دہشت گردوں کے پاس چلا گیا۔ اس موقع پر وزیراعلیٰ بلوچستان سرفراز بگٹی نے کہا کہ یہ دہشت گرد ہیں جو پاکستان کو غیرمستحکم کرنا چاہتےہیں، جعفر ایکسپریس پر حملے کی مذمت کرتے ہیں، بہادر سیکیورٹی فورسز کو خراج تحسین پیش کرتے ہیں۔
وزیراعلیٰ بلوچستان نے کہا کہ پاک فوج نے جس طرح یرغمالیوں کی رہائی ممکن بنائی وہ قابلِ تعریف ہے، چند دہشت گردوں نے بلوچوں کی روایات کو پامال کردیا ہے، سیکیورٹی فورسز کو کامیاب کارروائی پر خراجِ تحسین پیش کرتا ہوں۔
سرفراز بگٹی نے کہا کہ انٹرنیشنل کمیونٹی کا شکر گزار ہوں جنہوں نے مذمت کی، بلوچ روایات میں مسافر اور مہمان کا بہت احترام ہے، یہ ’خالصتا‘ دہشت گرد ہیں جو پاکستان کو توڑنا چاہتے ہیں۔

Director General (DG) Inter-Services Public Relations (ISPR) Lieutenant General Ahmed Sharif Chaudhry says that the main sponsor of terrorism in Balochistan and previous terrorist incidents is the eastern neighboring country, the Jafar Express incident is a continuation of India’s terrorist mentality.
While holding a press conference with Balochistan Chief Minister Sarfaraz Bugti in Islamabad, the DG ISPR said that foreigners as well as Afghans are involved in terrorism in Pakistan, modern foreign weapons from Afghanistan are used in terrorist operations in Pakistan, terrorists are getting all kinds of space in Afghanistan.
He said that all stakeholders have to play their role to eliminate terrorism, the fourteen points of the National Action Plan must be followed to eliminate terrorism.
DG ISPR said that before the train incident, terrorists attacked the FC check post, the most difficult area for terrorism was selected, the terrorists disembarked the passengers and divided them into groups.
Lieutenant General Ahmed Sharif Chaudhry said that from the communication of the terrorists, we found out that there were suicide bombers among them, special action was taken to release the hostages.
DG ISPR said that the operation was carried out cautiously due to the suicide bombers, the forces started their operation and the commandos of Zarar entered the engine.
DG ISPR said that the terrorists kept martyring the civilians to spread fear, a fire came from the mountain due to which one of our Zarar soldiers was injured, the terrorist who fired from the mountain was targeted and killed, the terrorists who were present on the side of the train were killed, the terrorists could not harm anyone in the final clearance operation.
He said that there were suicide bombers among the terrorists, the terrorists were in several groups, the terrorists stopped the train through an explosion, the Pakistan Air Force played a very important role during the operation, no passenger was harmed during the entire operation.
He said that some passengers tried to escape, so the terrorists opened fire on them. As soon as the hostages moved forward, the FC came in contact with them and provided them with medical facilities, etc. After the action of Pakistan Army snipers, the hostages got a chance to save their lives.
The DG ISPR said that the terrorists had foreign weapons, a very successful operation was carried out within 36 hours, the son of the deputy governor of Badghis was killed in a terrorist operation in Pakistan, Afghan terrorists were involved in operations before that too. He said that fake videos were made on social media using artificial intelligence, Indian media kept propagandizing through fake videos, and Indian media was exaggerating through artificial intelligence.
DG ISPR said that the terrorists had taken the passengers hostage, the Indian media kept playing the propaganda videos released by the terrorists repeatedly, the Indian media also played old videos taken from social media.
Lieutenant General Ahmed Sharif Chaudhry said that one activity was going on there, the other activity was being run by the Indian media, the next important thing was that in the evening the terrorists released a group of hostages, an attempt was made to give the impression that as if we had released them, some hostages escaped from there when they got the chance.
DG ISPR said that the terrorists were monitored, engaged and then killed, the terrorists were in contact with their handlers in Afghanistan, the Jafar Express incident is a continuation of India’s terrorist mentality.
The National Action Plan after 2014 was made by consensus
He said that the National Action Plan after 2014 was made by consensus, there were fourteen points in the National Action Plan, if implemented, terrorism will end, why is terrorism increasing, so we have to see where those 14 points are in our lives, one point out of the fourteen points is military action, in the point of military action we can tell what we are doing.
The DG ISPR said that lives are being lost in the operation against terrorism, terrorists are getting all kinds of space in Afghanistan, three FC soldiers were martyred, a successful operation was carried out in a difficult area in 36 hours, the entire nation has to fight against terrorism.
More than 11 thousand operations have been carried out so far in 2025
The DG ISPR said that in 2024, law enforcement agencies have carried out more than 59 thousand operations, in 2025 so far, more than 11 thousand operations have been carried out.
He further said that in 2025, about 180 operations are being conducted on a daily basis, 1250 terrorists have been killed in 2024 and 2025, we have evidence that terrorists are receiving training in Afghanistan, Afghan citizens are involved in terrorist acts, and after the withdrawal of the coalition forces from Afghanistan, weapons went to the terrorists. On this occasion, Chief Minister Balochistan Sarfaraz Bugti said that these are terrorists who want to destabilize Pakistan, condemn the attack on the Jaffar Express, and pay tribute to the brave security forces.
The Chief Minister of Balochistan said that the way the Pakistan Army made the release of the hostages possible is commendable, some terrorists have violated the traditions of the Baloch, and I pay tribute to the security forces for the successful operation.
Sarfaraz Bugti said that he is grateful to the international community for condemning it, there is great respect for travelers and guests in Baloch traditions, these are ‘purely’ terrorists who want to break Pakistan.
