Internet shutdown is wrong: Chairman PTA

پی ٹی اے چیئرمین حفیظ الرحمٰن نے کہا ہے کہ آج پہلی بار پتہ چلا کہ انٹرنیٹ کی بندش غلط ہوتی ہے۔سینیٹر پلوشہ خان کی زیرِ صدارت سینیٹ کی قائمہ کمیٹی برائے انفارمیشن ٹیکنالوجی کا اجلاس ہوا جس میں وزارت آئی ٹی اور پی ٹی اے نے انٹرنیٹ میں خلل پر بریفنگ دی۔
اس موقع پر گفتگو کرتے ہوئے چیئرمین پی ٹی اے نے کہا ہے کہ پی ٹی اے کو روزانہ سوشل میڈیا مواد کی 500 شکایات موصول ہوتی ہیں، پی ٹی اے سوشل میڈیا پلیٹ فارمز کو مواد بلاک کرنے کی درخواست کرتا ہے۔
انہوں نے کہا کہ سوشل میڈیا پلیٹ فارمز 80 فیصد مواد بلاک کر دیتے ہیں، سینیٹر کامران مرتضیٰ نے کہا کہ ایکٹ میں کہاں لکھا ہے کسی خاص علاقے میں انٹرنیٹ بلاک کرنا ہے؟
ممبر لیگل وزارت آئی ٹی نے کہا کہ ایکٹ میں واضح کسی خاص علاقے کا نہیں لکھا، چیئرمین پی ٹی اے نے کہا ہے کہ رولز میں لکھا ہے کہ وزارت داخلہ پی ٹی اے کو ہدایت دے سکتا ہے۔ سینیٹر کامران مرتضی نے کہا کہ قانون میں نہیں لکھا تو آپ انٹرنیٹ کیسے بلاک کر سکتے ہیں؟ جس پر چیئرمین پی ٹی اے نے کہا کہ اگر یہ غلط ہے تو حکومت 9 سال سے ہم سے انٹرنیٹ کیوں بند کراتی ہے؟ میں تاریخ اور وقت بتا سکتا ہوں کب کب انٹرنیٹ بند ہوا۔
سینیٹر کامران مرتضی نے کہا کہ ہم حکومت نہیں ہم پارلیمان ہیں، جس پر چیئرمین پی ٹی اے نے کامران مرتضی سے کہا کہ آپ سب کبھی نہ کبھی حکومت میں رہے ہیں۔ سینیٹر ہمایوں مہمند کا کہنا تھا کہ رولز میں بھی صرف مواد کا ذکر موجود ہے۔
چیئرمین پی ٹی آئی نے کہا کہ اس حوالے سے حتمی قانونی رائے وزارت قانون اور وزارت داخلہ دے سکتی ہے، سپریم کورٹ اور ہائی کورٹ کے حکم پر کئی بار سوشل میڈیا ایپس بند کی گئیں، کیا پھر 8 فروری کو الیکشن کے روز بھی نیٹ کی بندش غلط تھی؟ سپریم کورٹ کے حکم پر انٹرنیٹ اور سوشل میڈیا ایپلی کیشنز بند ہوتی ہیں۔
سیکرٹری آئی ٹی اینڈ ٹیلی کام نے کہا کہ رولز بنے ہوئے کئی سال ہو گئے ہیں، سینیٹر کامران مرتضی نے کہا کہ کیا رولز ایکٹ سے آگے جا سکتے ہیں؟ اگر سپریم کورٹ کا فیصلہ ہے تو کیا وزارت نے نظرثانی دائر کی؟

Speaking on the occasion, Chairman PTA has said that PTA receives 500 complaints of social media content every day, PTA requests the social media platforms to block the content.

Member Legal Ministry of IT said that no specific area is written in the act, Chairman PTA has said that it is written in the rules that the Ministry of Home Affairs can give instructions to PTA. Senator Kamran Murtaza said that if it is not written in the law, how can you block the internet? On which Chairman PTA said that if this is wrong, why has the government blocked the internet from us for 9 years? I can tell the date and time when the internet went down.
Senator Kamran Murtaza said that we are not the government, we are the parliament, on which Chairman PTA told Kamran Murtaza that you all have been in the government at one time or another. Senator Humayun Mohmand said that only the content is mentioned in the rolls.
Chairman PTI said that the Ministry of Law and the Ministry of Home Affairs can give the final legal opinion in this regard. Social media apps were closed many times on the orders of the Supreme Court and the High Court. Was the closure wrong? Internet and social media applications are closed on the orders of the Supreme Court.
Secretary IT and Telecom said that the rules have been made for many years, Senator Kamran Murtaza said that can the rules go beyond the Act? If there is a Supreme Court decision, has the Ministry filed a revision?
