رپورٹ کے مطابق پولیس کے لیے مخبری کا کام کرنے والا بلال ثابت اہستہ اہستہ گاڑی چوری جیسی وارداتوں میں ملوث ہو گیا
جس کو باقاعدہ سپورٹ اسلام اباد پولیس کے اہلکاروں کی جانب سے فراہم کی جاتی رہی
بلال گاڑیاں چوری کرتا گیا پولیس اس کی مکمل سپورٹ کرتی رہی
اسلام اباد سے جب نئی گاڑی چوری کی وارداتوں میں اضافہ ہوا تو اس وقت کے سابق ائی جی احسن یونس نے سخت ایکشن لیتے ہوئے بلال گینگ کے خلاف کاروائی شروع کی تو معلوم ہوا وفاقی دارالحکومت اسلام اباد کے پولیس والے اس کے ساتھی نکلے
جب بلال گینگ کی گرفتاری کے لیے اسلام اباد سے پولیس روانہ ہوتی وہاں پر اس کو پہلے سے ہی اطلاع دی گئی ہوتی اور اسلام اباد پولیس مایوس لوٹتی اور اسی طرح بلال گینگ اپنی وارداتیں جاری رکھتا
ایک اندازے کے مطابق اسلام اباد اور راولپنڈی سے 1500 گاڑیاں چوری کی گئی جن میں سے زیادہ تر گاڑیاں خیبر پختون خواہ میں فروخت ہوئی
جبکہ بلال نے پشاور پولیس کے کئی سابق ایس ایچ اوز ڈی ایس پی ایس پیز کو بطور تحفہ گاڑیاں دی ہونڈا ویزل فورچونر دیگر لگزری گاڑیاں شامل ہیں
کے پی کے پولیس کا ایک ایس پی تو گاڑیوں کا اتنا دیوانہ تھا کہ بلال کو کہا اسے سپورٹس کار چاہیے اگلے ہی دن بلال کار لفٹر نے وہ گاڑی اسلام اباد سے چوری کر کے مذکورہ ایس پی کو دی اور وہ ایس پی اج کل کے پی کے کہ ایک ضلع میں ڈی پی او تعینات ہے
مزید بتایا گیا ہے بلال سے چوری کی گاڑیاں لینے والوں میں وہ پولیس اہلکار شامل ہے جو انتہائی کرپٹ ہے

خیبر پختونخواہ کی پولیس بلال پر کافی مہربان تھی مگر جب اس نے ایک (IB ائی بی)
آفیسرز اور ایس ایچ او شکیل کو شہید کیا تو حساس ادارے حرکت میں اگئے اور انہوں نے راولپنڈی میں کاروائی کرتے ہوئے بلال گینگ کے سرغنہ کو گاڑی چوری کی واردات میں ملوث بلال کع ہلاک کر دیا
اس سلسلے میں اس کا لیپ ٹاپ اور موبائل قبضے میں لیا گیا جس میں خوفناک انکشافات ہوئے ہیں
اداروں کی جانب سے حیران کن رپورٹ میں کہا گیا زیادہ تر سپورٹ کے پی کے کی پولیس بلال کو فراہم کرتی اور پولیس کے زیادہ تر آفیسروں کے پاس نئی گاڑیاں بلال ہی کی دی ہوئی ہیں
