Decision to terminate power purchase agreements from five IPPs

وفاقی کابینہ کے اجلاس سے خطاب کرتے ہوئے وزیراعظم شہباز شریف نے کہا کہ آئی پی پیز کے حوالے سےموجودہ حکومت بھرپور کوشش کررہی ہے، ہمیں آئے 7 ماہ ہوچکے ہیں اس معاملے پر کوشش جاری ہے، نوازشریف کی بھی اس پر پوری نظر ہے، تمام متعلقہ وزارتوں نے خلوص کے ساتھ دن رات کوششیں کیں، اس کا کوئی آسان حل نہیں ہے۔
ان کا کہنا تھا کہ آئی پی پیز معاملے پر ٹاسک فورس بنی،اویس لغاری سربراہی کررہے ہیں، پہلے مرحلے میں 5 آئی پی پیز کے ساتھ بجلی خریدنے کے معاہدے ختم کررہے ہیں، حقائق اگر نہ بتاؤں تو زیادتی ہے، آرمی چیف جنرل عاصم منیر کی بھی ذاتی کوشش ہے۔
شہباز شریف نے کہا کہ 5آئی پی پیز نے باہمی رضامندی سے ذاتی مفاد پر قومی مفادکو ترجیح دی، ان 5آئی پی پیز کو خراج تحسین پیش کرتا ہوں، بجلی صارفین کو سالانہ 60ارب روپے کا فائدہ پہنچے گا، قومی خزانے کو 411 ارب روپے کی بچت ہوگی، اب ہمیں 411 ارب روپے ادا نہیں کرنے پڑیں گے۔
وزیراعظم کا کہنا تھا کہ ان 5آئی پی پیز کے مالکان نے اس اقدام کو قبول کیا، اس اقدام سے بجلی کی قیمت میں بھی کمی ہوگی، دیگر آئی پی پیز سے معاہدوں پر بتدریج نظر ثانی کرکے بجلی ٹیرف میں کمی کریں گے، یہ بارش کا پہلا قطرہ ہے ابھی برسات برسنی ہے جس نے پورے خطے کو زرخیز کرنا ہے۔
انہوں نے کہا کہ ہماری معیشت استحکام کی طرف جارہی ہے، ہمارے ترسیلات زر میں اضافہ ہوا ہے، سمندر پارپاکستانی دن رات محنت کرکے رزق حلال کی کمائی پاکستان بھیجتے ہیں، اوورسیز پاکستانیوں کا ملک پر اعتماد ہے، پاکستان کی معیشت آگے بڑھ رہی ہے، سفر تیزی سے طے کرنا ہے، ماضی میں ہمیں چیلنجز درپیش رہے۔
ان کا کہنا تھا کہ عام آدمی نے بھی بے پناہ مشکلات کا سامنا کیا ہے، پاکستان کے عوام کا شکرگزار ہوں عوام نے صبر کے ساتھ مشکلات کاٹیں، ایسا نہیں کہ مشکلات ختم ہوگئی ہیں اور دودھ، شہد کی نہریں بہہ رہی ہیں، وفاق نے 50ارب کی رقم سے 200 یونٹ والے گھریلو صارفین کو ریلیف دیا، وزیراعلیٰ مریم نواز نے 2 ماہ کے لیے 50 ارب سے زائد کی رقم خرچ کی پنجاب میں 500 یونٹ والے صارفین کو ریلیف دیا گیا۔
وزیراعظم نے کہا کہ حکومت پاکستان اور صوبائی حکومتیں عوام کی مشکلات سے باخبر ہیں، عوام کو ریلیف دینے کیلئے جو کچھ ہوسکتا ہے کیا جارہا ہے، کسی سیاسی پوائنٹ میں نہیں جانا چاہتا، ماضی میں ایک سنگ دل حکمران آیا اس نے کہا مہنگائی سے کوئی سروکار نہیں، ہماری حکومتیں عوام کی نمائندہ ہیں، ہمیں عوام کی مشکلات کا احساس ہے۔
شہباز شریف نے کہا کہ مہنگائی 32 فیصد سے 6.7 فیصد پر آچکی ہے، اللہ کے کرم سے ہم سنگل ڈیجٹ میں پہنچ چکے ہیں، نوازشریف نے مجھے بار بار تلقین کی کہ بجلی کی قیمتیں کم کرنے کیلئے کوششیں کرو، بجلی چوری ہوتی ہے،ٹرانسمیشن لائن لاسز ہوتے ہیں، آئی پی پیز کے حوالے سے بہت سے چیلنجز ہیں، آئی پی پیز اپنا منافع حاصل کرچکے ہیں۔
وزیراعظم کا مزید کہنا تھا کہ ٹاسک فورس بنی ہے ہم نے پاکستان کے مسائل کو حل کرنا ہے، آئی ایم ایف کے پاس وزیر خزانہ ،اویس لغاری اورمتعلقہ حکام جارہے ہیں، میں نے ہدایات جاری کی ہیں کہ جائیں اور پورا کیس بیان کریں، آئی پی پیز معاہدے میں سعودی عرب اور چین نے بہت ساتھ دیا، ہم نے مل کر تمام مراحل طے کیے، آئندہ بھی کریں گے۔

Addressing the federal cabinet meeting, Prime Minister Shehbaz Sharif said that the present government is making efforts regarding IPPs, it has been 7 months since we came here and the efforts on this issue are going on, Nawaz Sharif is also keeping an eye on it, all concerned There is no easy solution as the Ministries have made sincere efforts day and night.
He said that a task force was formed on the issue of IPPs, Owais Laghari is heading it, in the first phase, they are terminating the contracts for purchasing electricity with 5 IPPs, if I don’t tell the facts, it is an abuse, Army Chief General Asim Munir. It is also a personal effort.
Shahbaz Sharif said that 5 IPPs prioritized national interest over personal interest by mutual consent. Yes, now we will not have to pay 411 billion rupees.
The Prime Minister said that the owners of these 5 IPPs accepted this initiative, this initiative will also reduce the price of electricity, they will gradually revise the contracts with other IPPs and reduce the electricity tariff. The first drop is that it is yet to rain to fertilize the entire region.
He said that our economy is going towards stability, our remittances have increased, overseas Pakistanis are working hard day and night to send halal livelihood earnings to Pakistan, overseas Pakistanis have faith in the country, Pakistan’s economy is moving forward. The journey is fast-paced, we have had challenges in the past.
He said that the common man has also faced enormous difficulties, I am grateful to the people of Pakistan, the people endured the difficulties with patience, it is not that the difficulties have ended and rivers of milk and honey are flowing. 50 billion was given relief to domestic consumers with 200 units. Chief Minister Maryam Nawaz spent more than 50 billion for 2 months. Relief was given to consumers with 500 units in Punjab.
The Prime Minister said that the government of Pakistan and the provincial governments are aware of the problems of the people, everything possible is being done to provide relief to the people, he does not want to get involved in any political point. No concern, our governments are representative of the people, we understand the plight of the people.
Shahbaz Sharif said that inflation has come down from 32% to 6.7%, by the grace of Allah we have reached single digit. There are line losses, there are many challenges regarding IPPs, IPPs have earned their profits.
The Prime Minister further said that a task force has been formed, we have to solve the problems of Pakistan, Finance Minister, Owais Leghari and related officials are going to the IMF, I have issued instructions to go and explain the whole case. Saudi Arabia and China supported a lot in the PPP agreement, we decided all the steps together, and will continue to do so in the future.
