2024-25 budget presented in Khyber Pakhtunkhwa

اجلاس کی صدارت سپیکر بابر سلیم سواتی نے کی، وزیر خزانہ خیبر پختونخوا آفتاب عالم نے بجٹ پیش کیا، اس موقع پر وزیراعلیٰ کے پی علی امین گنڈاپور بھی ایوان میں موجود تھے۔
بجٹ اجلاس سے خطاب کرتے ہوئے وزیر خزانہ آفتاب عالم نے کہا کہ 8 فروری کے انتخابات میں عوام نے پاکستان تحریک انصاف (پی ٹی آئی) کو واضح مینڈیٹ دیا، پی ٹی آئی حکومت نے خیبر پختونخوا میں بے مثال ترقیاتی کام کیے ہیں، ترقیاتی منصوبوں میں سے اہم صحت انصاف کارڈ کا اجرا ہے۔
آفتاب عالم نے کہا کہ عوام کو صحت کی یکساں سہولیات مفت فراہم کرنے کا وعدہ پورا کیا، پی ٹی آئی نے سکولوں، کالجز اور جامعات کی تعداد میں اضافہ کیا، تعلیمی معیار کی بلندی کے لیے مختلف پروگرامز متعارف کرائے، تعلیمی اصلاحات سے طلبہ کے لیے حصول تعلیم کے زیادہ سے زیادہ مواقع پیدا ہوئے۔
وزیرخزانہ نے کہا کہ پی ٹی آئی کے منصوبوں نے معیشت کو ترقی کی راہ پر گامزن کردیا، عوام کو سستی اور معیاری صحت کی سہولیات فراہم کرنا حکومت کا اولین فرض ہے، انہوں نے کہا کہ حکومت کےاقدامات سے غریب طبقہ زیادہ مستفید ہوا، ضم اضلاع کے اخراجات کے لیے اب تک صرف 123 ارب روپے ملے، ضم اضلاع کے لیے 147 ارب روپے کے خسارے کا سامنا ہے۔
انہوں نے کہا کہ این ایف سی ایوارڈ کے تحت ضم اضلاع کا سالانہ حصہ 262 ارب روپے بنتا ہے، صوبے کو ہرسال واجب الادا رقم اپنے حصے کے مقابلے میں کم ملتی ہے، خیبرپختونخوا حکومت کو 139 ارب روپے کے سالانہ خسارے کا سامنا ہے، ہوٹلوں پر ٹیکس کی شرح 6 فیصد کر دی گئی ہے۔
آفتاب عالم نے کہا کہ شادی ہالوں کے لیے فکسڈ سیلز ٹیکس ریٹ متعارف کرانے کی تجویز ہے، پراپرٹی ٹیکس کی مد میں بڑا ریلیف دیا جا رہا ہے، ریسٹورنٹ انوائس مینجمنٹ سسٹم کا استعمال تمام ہوٹلوں پرلازم ہوگا۔
صوبائی وزیر خزانہ نے کہا کہ کارخانوں پر پراپرٹی ٹیکس2.5 روپے فی مربع فٹ ہے، کارخانوں پر پراپرٹی ٹیکس 10 ہزار 600 روپے فی کنال بنتا ہے، کارخانوں پر پراپرٹی ٹیکس کو کم کر کے 10 ہزار روپے فی کنال کرنے کی تجویز ہے، ریونیو موبلائزیشن پلان کے تحت 93.50 ارب روپے کا ہدف مقرر ہے۔
ان کا کہنا تھا کہ تمباکو کی آمدن صوبے کے بجائے وفاق کو جارہی ہے جو صوبے کا حق ہے، 18ویں ترمیم کے بعد وفاق نے تمباکو سے متعلق معاملات کو اپنے پاس رکھا ہے۔

Addressing the budget meeting, Finance Minister Aftab Alam said that the people gave a clear mandate to the Pakistan Tehreek-e-Insaf (PTI) in the February 8 elections. Important among them is the issuance of Health Insaf Card.
Aftab Alam said that PTI has fulfilled the promise of providing equal health facilities free of charge to the people, increased the number of schools, colleges and universities, introduced various programs to improve the quality of education, and the educational reforms have helped students Therefore, more and more opportunities for education were created.
The Finance Minister said that the projects of PTI have put the economy on the path of development, it is the first duty of the government to provide affordable and quality health facilities to the people. So far, only 123 billion rupees have been received for the expenses, the deficit of 147 billion rupees is facing for the merged districts.
He said that under the NFC award, the annual share of the merged districts is 262 billion rupees, the province gets less than its share every year, the Khyber Pakhtunkhwa government is facing an annual deficit of 139 billion rupees. But the tax rate has been reduced to 6%.
Aftab Alam said that it is proposed to introduce fixed sales tax rate for marriage halls, big relief is being given in terms of property tax, use of restaurant invoice management system will be mandatory for all hotels.
The provincial finance minister said that the property tax on factories is 2.5 rupees per square foot, the property tax on factories is 10,600 rupees per kanal, it is proposed to reduce the property tax on factories to 10,000 rupees per kanal, revenue. A target of Rs 93.50 billion has been set under the mobilization plan.
He said that the income of tobacco is going to the federation instead of the province, which is the right of the province.
