Army has no political agenda: DG ISPR

ڈی جی آئی ایس پی آر لیفٹیننٹ جنرل احمد شریف چودھری نے کہا ہے کہ پاک فوج کسی جماعت کیخلاف ہے نہ طرف دار اور نہ ہی فوج کا کوئی سیاسی ایجنڈا ہے۔پاک فوج کے شعبہ تعلقات عامہ کے ڈی جی لیفٹیننٹ جنرل احمد شریف چودھری نے راولپنڈی میں پریس کانفرنس کرتے ہوئے کہا کہ آج کی پریس کانفرنس کا مقصد قومی سلامتی کے معاملات سے جڑا ہے، داخلی سلامتی اور دہشت گردی کے خلاف کیے گئے اقدامات کا احاطہ کرنا ہے۔
لیفٹیننٹ جنرل احمد شریف نے کہا کہ گزشتہ ایک ماہ میں آپریشنز کے دوران 90 خوارج کو واصل جہنم کیا گیا، 8 ماہ میں 193 بہادر افسران اور جوانوں نے جام شہادت نوش کیا، پوری قوم انہیں خراج تحسین پیش کرتی ہے، ملک میں کوئی ایسا علاقہ نہیں جہاں دہشتگردوں کی عملداری ہو۔
ترجمان پاک فوج نے بتایا ہے کہ رواں سال دہشتگردوں کیخلاف 32 ہزار سے زائد آپریشنز کیے گئے، دہشتگردی سے نمٹنے کیلئے روزانہ 130 سے زائد آپریشنز ہو رہے ہیں، فتنہ الخوارج اور دہشتگردی کے خلاف جنگ آخری دہشتگرد کے خاتمے تک جاری رہے گی، جب سے افغانستان میں حکومت آئی ہے فتنہ الخوارج اور دہشتگردوں کی سہولت کاری بڑھ چکی ہے۔
ڈی جی آئی ایس پی آر نے کہا کہ 25 اور 26 اگست کی رات دہشت گردوں نے بلوچستان میں کارروائیاں کیں، یہ کارروائیاں اندورن، بیرون ملک دہشت گردوں کی ایما پر کی گئیں، ان کا مقصد معصوم اور بے گناہ افراد کو نشانہ بنا کر بلوچستان کے پرامن ماحول اور ترقی کو متاثر کرنا ہے، فورسز نے جوابی کارروائی کرتے ہوئے 21 دہشت گردوں کو جہنم واصل کیا، اس دوران 14 جوان شہید ہوئے۔
ان کا کہنا تھا کہ ہمیں معلوم ہے کہ بلوچستان میں احساس محرومی کا تاثر پایا جاتا ہے، عوام میں احساس محرومی اور ریاستی جبر کا تاثر بھی پایا جاتا ہے جس کو بیرونی ایما پر مخصوص عناصر منفی مقاصد کے لیے استعمال کرتے ہیں، وہ اس کو اس لیے سپلائٹ کرتے ہیں تاکہ بلوچستان میں ترقی اور عوامی فلاح و بہبود کا جاری عمل خوف و ہراس کے ذریعے متاثر کیا جا سکے۔
انہوں نے کہا ہے کہ پاک فوج کسی جماعت کی مخالف ہے نہ اس کا کوئی سیاسی ایجنڈا ہے، اگر فوج میں کوئی اپنے ذاتی فائدے کے لیے کسی مخصوص سیاسی ایجنڈے کو پروان چڑھاتا ہے تو خود احتسابی کا نظام حرکت میں آجاتا ہے، لیفٹیننٹ جنرل فیض حمید کیس اس بات کا منہ بولتا ثبوت ہے، فوج دیگر اداروں سے بھی توقع کرتی ہے کہ ذاتی اور سیاسی مقاصد کے لیے کوئی بھی اپنے منصب کو استعمال کرتا ہے تو اس کو بھی جوابدہ کریں گے۔
ترجمان پاک فوج نے بتایا ہے کہ لیفٹیننٹ جنرل ریٹائر فیض حمید کے خلاف ٹاپ سٹی کیس میں وزارت دفاع کے ذریعے درخواست موصول ہوئی، 12 اگست کو فوج نے آگاہ کیا کہ ریٹائر آفیسر نے آرمی ایکٹ کی خلاف ورزیاں کی ہیں اور ریٹائرمنٹ کے بعد بھی آرمی ایکٹ کی خلاف ورزی کے متعدد واقعات سامنے آئے جس پر کورٹ مارشل کی کارروائی کا آغاز کیا گیا جنرل (ر) فیض حمید نے مخصوص سیاسی عناصر کے ایما پر قانونی و آئینی حدود سے تجاوز کیا۔
ان کا کہنا تھا کہ فیض حمید کیس اس بات کا ثبوت ہے کہ پاک فوج ذاتی اور سیاسی مفادات کے لیے کی گئی خلاف ورزیوں کو کس قدر سنجیدہ لیتی ہے اور بلا تفریق قانون کے مطابق کارروائی کرتی ہے۔
ڈی جی آئی ایس پی آر نے کہا ہے کہ پاک فوج میں خود احتسابی کا نظام ایک شفاف عمل ہے، پاک فوج خود احتسابی کے عمل پر یقین رکھتی ہے، خود احتسابی کا نظام الزامات کی بجائے ٹھوس شواہد پر کام کرتا ہے۔
ڈی جی آئی ایس پی آر نے کہا کہ جب دہشت گردوں کے خلاف کارروائیاں نہیں ہوں گی، جب ترقی نہیں ہوگی تو اس سے احساس محرومی اور ریاستی در اندازی کا بیانیہ مزید بڑھے گا، دہشت گردوں کے سر پرست ریاست کو مزید مورد الزام ٹھہرائیں گے اور گھناؤنے عمل کو جاری رکھ سکیں گے، 25، 26 اگست کی رات کو ہونے والے واقعات اسی بیرونی فنڈنگ پر چلنے والے کھیل کا حصہ تھے۔
انہوں نے کہا کہ یہ کرنے والوں، کرانے والوں کا انسانیت اور بلوچ اقدار سے کوئی تعلق نہیں ہے، نہتے شہریوں کو ظلم کا نشانہ بنانا اور اس پر فخر ان کی ذہنیت اور مایوسی کی عکاسی ہے دہشت گردوں کو واضح پیغام دینا چاہتا ہوں کہ شہریوں کے جان و مال اور ترقی کے دشمنوں سے ریاست آہنی ہاتھوں سے نمٹے گی۔
ترجمان پاک فوج نے کہا ہے کہ فوج نے اپنے دفاعی اخراجات میں کمی کی ہے جب کہ فوج اور اس کے اداروں نے 360 ارب روپے کا ٹیکس جمع کروایا، پاکستانی فوج بڑھ چڑھ کر صوبائی حکومت اور لوکل گورنمنٹ کی اعانت کرتی ہے۔
ڈی جی آئی ایس پی آر نے کہا انسداد دہشت گردی کے خلاف پاکستان کی جنگ ایک منظور شدہ اور مربوط حکمت عملی کے تحت لڑی جا رہی ہے، مختلف سیاسی جماعتوں، سٹیک ہولڈرز اور تمام حکومتوں نے اس حکمت عملی کو مرتب کیا ہے۔
انہوں نے کہا کہ یہ نیشنل ایکشن پلان اور ریوائزڈ نیشنل ایکشن پلان اور اب عزم استحکام کے نام سے ایک دستاویزی شکل میں بھی موجود ہے، اس کے اندر جو افواج پاکستان، قانون نافذ کرنے والے اداروں کے کام ہیں وہ بھی ایک مربوط حکمت عملی کے تحت کیے جاتے ہیں، اس کے چار مراحل ہیں کلیئر، ہولڈ، بلڈ اور ٹرانسفر، جو دہشتگردی بڑھ رہی ہے ہمیں سمجھنا ہو گا کیا ہو رہا ہے۔
لیفٹیننٹ جنرل احمد شریف چودھری کا کہنا تھا کہ ہم ہمیشہ کہتے آئے ہیں کہ پاکستان میں کوئی عملاً ایسا علاقہ نہیں جہاں دہشتگردوں کی اجارہ داری ہو، جو کلیئر اور ہولڈ کے مراحل ہیں وہ تو مکمل ہو چکے ہیں، انٹیلی جنس بیسڈ چھوٹے بڑے تمام آپریشنز جو قانون نافذ کرنے والے اداروں جس میں پولیس، انٹیلی جنس ایجنسیز بھی شامل ہے یہ اسی کو مزید تقویت اور دوام دینے کے لیے کیے جاتے ہیں۔

DG ISPR said that on the night of August 25 and 26, terrorists carried out operations in Balochistan. To affect the peaceful environment and development of the country, the forces retaliated and killed 21 terrorists, during which 14 youths were martyred.
He said that we know that there is a feeling of deprivation in Balochistan, there is also a feeling of deprivation and state oppression among the people, which is used by certain elements on the outside for negative purposes. That is why they are splicing so that the ongoing process of development and public welfare in Balochistan can be affected through fear and panic.
He has said that the Pakistan Army is not against any party nor does it have any political agenda. DG ISPR said that Pakistan’s war against terrorism is being fought under an approved and coordinated strategy, formulated by various political parties, stakeholders and all governments.
