راو دلشاد:پنجاب اسمبلی کے اجلاس میں لاہور جمخانہ کلب کی اراضی کا معاملہ زیر بحث آگیا لاہور جمخانہ کلب ماہانہ 417روپے ماہانہ کرایہ لیز پر ہونے پر سپیکر پھٹ پڑے ، ممبر شپ لینے سے انکار کردیا ۔
سپیکر پنجاب اسمبلی نے لاہور جمخانہ لیز کے معاملے پر سپیشل کمیٹی تشکیل دے دی۔سپیشل کمیٹی دو ہفتے میں جمخانہ کلب کے معاملے پر رپورٹ ایوان میں پیش کرے گی۔
سپیکر ملک محمد احمدخان نے کہا کمیٹی لاہور جمخانہ کلب کے کرایوں کو دیکھے گی ، کمیٹی اس بات کا جائزہ لے گی 70سال تک دانستہ طورپر ایسا کیوں کیاگیا، دو ہفتہ میں جمخانہ کلب رپورٹ مرتب کرکے حکومت کو بھی بھیجی جائے گی،لاہور جمخانہ کلب پر تمام کارروائی عوام کے سامنے کی جائے گی،جمخانہ کلب کے ممبرشپ نہیں لینگے نہ کسی رکن کو ممبر شپ کی ضرورت ہے.
حکومتی و اپوزیشن ارکان نے جمخانہ کلب کی لیز پر کڑی تنقید کی ۔ امجد علی جاوید نے کہا آج ہم تباہی کے دہانے پر کھڑے ہیں اشرافیہ اپنا رویہ تبدیل کرنے کو تیار نہیں ہیں، پاکستان کے وجود کے قیام پر آج سوال اٹھ رہے ہیں،بات ایک جمخانہ کی نہیں پنجاب میں پھیلے جمخانہ کا نظام ہے جو وسائل پر قابض ہے،جو سات مرلے کی دوکان کا سات ہزار روپے کرایہ دے رہے ہیں وہ کہتے دوبارہ آکشن کروائیں ،کھربوں روپے کی جائیداد پر جمخانہ بنائے جا رہے ہیں اگر اس کلاس کو عیاشیاں درکار ہیں تو اپنے لعنت پر کریں ہمارے خون وپسینہ کے پیسے پر عیاشیاں نہ کریں، پچتہر سالوں سے کھربوں روپے جو اشرافیہ کے ذمہ بنتا ہے ان سے تاوان وصول کیا جائے.
سپیکر ملک محمد احمد خان نے کہا میاں مجتبیٰ شجاع الرحمن صاحب سن رہے ہیں کہ کیا کہا جا رہا ہے اس کا کھربوں روپے تاوان بنتا ہے،آئین پاکستان ہمیں برابری کا درس دیتاہے ادھر تو جمخانہ جو سروسز دے رہا ہے یا تو اس کا گیٹ عوام کےلئے کھول دیا جائےجمخانہ کے پانچ ہزار روپے پر سرکاری زمین سالانہ ٹھیکےپر دے رکھی ہے،جس کی اربوں روپے قیمت ہو تو امجد علی جاوید ٹھیک کہہ رہے ہیں کہ وہ تاوان لینا بنتا ہے.
جتبیٰ شجاع الرحمن نے کہا 1913میں جمخانہ کلب کو سولہ سو روپے ٹھیکے روپے پر دیا گیا، جمخانہ کی زمین ایک سو سترہ ایکٹر سات کنال بنتی ہے.
سپیکر ملک محمد احمد خان نےکہا لاہور جمخانہ پر تو قیام پاکستان سے پہلے بھی تاوان بنتا ہے.
مجتبیٰ شجاع الرحمن نے کہا انیس سو ساٹھ سے سن دوہزار تک سولہ سو روپے تک لیز دی گئی،انیس سو چھیانوے میں سردار عارف نکئی نے اگلے پچاس سال کےلیے پانچ ہزار روپے سالانہ لیز دیدیا،پورے پنجاب میں جو جمخانہ کلب بن رہے ہیں وہ صوبائی کابینہ کی منظوری سے بن رہے ہیں.
س کے جواب میں سپیکر ملک احمد خان نے کہا کوئی بھی حکومت ہو وہ کیسے سرکار کی زمین کو ایسے انتہائی سستے داموں کرایہ پر دے سکتی ہے، جمخانہ کی انتظامیہ سے کروڑوں روپے کے چارجز وصول کررہی ہے، عوام کی زمین پر یہ کیسے کیاجا سکتا ہے کہ پانچ ہزار روپے کرایہ پر لے کر اس طرح سے ظلم کیا جائے،آئین و قانون بن گیا لیکن اتنی دیدہ دلیری لیکن اب اس کا کرایہ دینا پڑے گا، لاہور جمخانہ کلب کے معاملہ پر سپیشل کمیٹی بنانے جا رہے ہیں، اپوزیشن رکن رانا آفتاب کے کہنے پر چناب کلب کو شامل کیاگیا.

Speaker Punjab Assembly formed a special committee on the issue of Lahore Gymkhana Lease. The special committee will present a report on the issue of Gymkhana Club in the House in two weeks.
Speaker Malik Muhammad Ahmad Khan said that the committee will look at the fees of the Lahore Gymkhana Club, the committee will examine why this was done deliberately for 70 years, the report of the Gymkhana Club will be prepared and sent to the government in two weeks. All the proceedings will be done in front of the public, no membership of the gymkhana club will be taken nor any member needs a membership.
Government and opposition members strongly criticized the lease of Gymkhana Club. Amjad Ali Javed said that today we are standing on the verge of destruction, the elites are not ready to change their attitude, the existence of Pakistan is being questioned today, it is not about one gymkhana, it is a system of gymkhanas spread in Punjab, which is based on resources. It is occupied, those who are paying Rs 7,000 rent for a seven-marla shop are saying that the auction should be held again, a gymkhana is being built on a property worth trillions of rupees, if this class needs luxury, then curse them at the money of our blood and sweat. Don’t indulge, the billions of rupees that have been the responsibility of the elite for the last fifteen years should be collected from them.
Speaker Malik Muhammad Ahmad Khan said that Mian Mujtaba Shujaur Rehman Sahib is listening to what is being said and it becomes a ransom of trillions of rupees. The Constitution of Pakistan teaches us equality. The government land has been given to the gymkhana on an annual contract for five thousand rupees.

Speaker Malik Muhammad Ahmad Khan said that the Lahore Gymkhana was paid even before the establishment of Pakistan.
Mujtaba Shujaur Rehman said that from 1960 to 2000, the lease was given up to 16 hundred rupees. In 1996, Sardar Arif Nakai gave a lease of 5 thousand rupees per year for the next 50 years. are made with the approval of the cabinet.
In response to the question, Speaker Malik Ahmed Khan said, “How can any government rent out government land at such a cheap rate, it is charging crores of rupees from the administration of the gymkhana, how can it be done on public land.” It is necessary to take five thousand rupees as a rent and commit injustice in this way.
