The ‘Safe Punjab Act 2025’ draft is ready, to tighten the noose around miscreants

محکمہ داخلہ پنجاب نے”محفوظ پنجاب ایکٹ 2025″ کا مسودہ تیار کر لیا، محفوظ پنجاب ایکٹ امن و امان کے قیام کیلئے شرپسند عناصر کے گرد گھیرا تنگ کریگا۔
محفوظ پنجاب ایکٹ صوبائی، ڈویژنل ،ڈسٹرکٹ انٹیلی جنس کمیٹیوں کواجتماعی فیصلہ سازی میں مدددیگا، محفوظ پنجاب ایکٹ” میں قیام امن کیلئے ڈسٹرکٹ انٹیلی جنس کمیٹیوں کواضافی اختیارات تفویض
کمیٹیوں کو مینٹی یننس آف پبلک آرڈر 1960 کے متبادل اختیارات تفویض ہوں گے، امن و امان کیلئے خطرہ سمجھے جانے والے افراد کو 90 روز کیلئے حفاظتی تحویل میں لیا جاسکے گا۔امن و امان کیلئے خطرہ بننے والوں کے پاسپورٹ اور شناختی کارڈ بلاک کیے جاسکیں گے، سنگین جرائم میں ملوث افراد کے نام نو فلائی لسٹ میں ڈالنے کی سفارش کی جائے گی، امن و امان کیلئے خطرہ بننے والوں کی غیر منقولہ جائیداد ضبط کی جاسکے گی۔
ایسے افراد کے بینک اکاؤنٹس منجمد کرنے کی سفارش وفاقی حکومت کو بھجوائی جاسکے گی، کالعدم تنظیموں کے ممبران کے نام فورتھ شیڈول میں ڈالنے کا اختیار بھی دیا گیا۔کمیٹیوں کے احکامات کی خلاف ورزی پر 3 سے 5 سال قید ،5 سے 10 لاکھ جرمانہ ہوگا، کسی شخص کی 3 ماہ سے زیادہ حفاظتی تحویل کی اجازت “صوبائی ریویو بورڈ” دے گا۔
چیف جسٹس لاہور ہائیکورٹ صوبائی ریویو بورڈ تشکیل دیں گے، صوبائی ریویو بورڈ کے سربراہ ،2ممبران ہائیکورٹ کے موجودہ یا سابقہ ججز ہوں گے، ایکٹ میں ضلع کی سطح تک انٹیلی جنس ، کوآرڈینیشن ،عوامی رابطہ کمیٹیوں کی تشکیل کا خاکہ موجود، سیکرٹری داخلہ پنجاب صوبائی انٹیلی جنس کمیٹی کے سربراہ ہوں گے۔
صوبائی انٹیلیجنس کمیٹی ممبران میں آئی جی پولیس، سپیشل سیکرٹری داخلہ شامل، ایڈیشنل آئی جی ، ایڈیشنل آئی جی سی ٹی ڈی ،وفاق حساس اداروں کے نمائندے شامل، ڈویژنل انٹیلیجنس کمیٹی کے سربراہ ڈویژنل کمشنر ہوں گے۔ممبران میں سی سی پی او/ آر پی او، ایس پی سپیشل برانچ، ڈویژنل آفیسر شامل، ڈسٹرکٹ انٹیلی جنس کمیٹیوں کے سربراہ ڈپٹی کمشنر ہوں گے، ڈی پی او، ڈی ایس پی سپیشل برانچ، ڈسٹرکٹ آفیسر سی ٹی ڈی شامل، انٹیلی جنس کمیٹیاں ضلعی امن کمیٹیوں کی تشکیل کریں گی۔
امن و امان کے قیام کیلئے بروقت فیصلے ،عملی اقدامات اٹھانا کمیٹیوں کی ذمہ داری ہوگی، انٹیلی جنس کمیٹیاں نفرت انگیز مواد قبضے میں لے سکیں گی۔
دہشت گردی ،سنگین جرائم کے کیسز میں ’’فیس لیس ٹربیونلز‘‘ قائم ہوں گے، خصوصی ٹربیونلز کے سربراہ ریٹائرڈ ڈسٹرکٹ اینڈ سیشن جج ہوں گے۔

The Punjab Home Department has prepared a draft of the “Safe Punjab Act 2025”. The Safe Punjab Act will tighten the noose around miscreants to maintain law and order.
The Safe Punjab Act will help provincial, divisional and district intelligence committees in collective decision-making. The Safe Punjab Act will give additional powers to district intelligence committees to maintain peace. The committees will be given alternative powers to the Maintenance of Public Order Act 1960. People considered a threat to peace and order can be taken into protective custody for 90 days. The passports and identity cards of those who pose a threat to peace and order can be blocked. The names of people involved in serious crimes will be recommended to be put on the no-fly list. The immovable property of those who pose a threat to peace and order can be confiscated. The recommendation to freeze the bank accounts of such people can be sent to the federal government. The authority to put the names of members of banned organizations in the Fourth Schedule has also been given. Violation of the orders of the committees will result in 3 to 5 years of imprisonment and a fine of 5 to 1 million. The “Provincial Review Board” will allow the protective custody of a person for more than 3 months.
Chief Justice Lahore The High Court will form a Provincial Review Board, the head of the Provincial Review Board, 2 members will be current or former judges of the High Court, the Act contains a blueprint for the formation of intelligence, coordination, and public relations committees up to the district level, the Secretary Home Punjab will be the head of the Provincial Intelligence Committee.
The members of the Provincial Intelligence Committee will include the IG Police, Special Secretary Home, Additional IG, Additional IG CTD, representatives of federal intelligence agencies, the head of the Divisional Intelligence Committee will be the Divisional Commissioner. The members will include the CCPO/RPO, SP Special Branch, Divisional Officer, the head of the District Intelligence Committees will be the Deputy Commissioner, DPO, DSP Special Branch, District Officer CTD, the Intelligence Committees will form District Peace Committees.
The committees will be responsible for taking timely decisions and practical steps to establish law and order, the Intelligence Committees will be able to seize hateful material.
“Faceless tribunals” will be established in cases of terrorism and serious crimes. The heads of the special tribunals will be retired district and sessions judges.
