ذرائع کے مطابق پہلگام فالس فلیگ آپریشن میں بھارتی انٹیلیجنس ایجنسی ’’را‘‘ کا کردار بے نقاب ہوگیا، یہ دستاویزسوشل میڈیا ایپلیکیشن ’’ٹیلی گرام‘‘ کے ذریعے لیک ہوئی ہے، جو پہلگام حملے میں بھارتی حکومت کے ملوث ہونے کا بھی واضح ثبوت ہے۔
دستاویزمیں دی گئی ہدایات اور منصوبے پر عملدرآمد میں تضاد فالس فلیگ کا باعث بنا۔
ذرائع کے مطابق دستاویز میں ہدایت دی گئی کہ پاکستان مخالف بیانیہ میڈیا پر 36 گھنٹے کے بعد بنانا ہے، آئی ایس آئی پر یہ الزام 36 گھنٹے کے بعد ڈالنا ہے جبکہ میڈیا نے فالز فلیگ آپریشن کا فوری الزام پاکستان پر عائد کر کے منصوبہ خراب کر دیا۔
ذرائع کے مطابق دستاویز اور ان تضادات سے واضح ہوتا ہے کہ بھارتی خفیہ ایجنسی’’را‘‘ کو بھی کوئی ہدایات دیتا ہے، دستاویز کا یوں سوشل میڈیا پر آنا ’’را‘‘ کے اندر ہندوتوا مخالف سوچ کا بھی شاخسانہ لگتا ہے۔
ذرائع نے بتایا کہ بھارتی حکومت دستاویز کے سوشل میڈیا پر لیک ہونے کی تحقیقات کر رہی ہے، سوشل میڈیا پر لیک ہونے والی دستاویز میں ہوشربا انکشافات سامنے آئے ہیں، دستاویزبعنوان Psy Ops اور بیانیہ کنٹرول میں واضح ہدایات دی گئی ہیں کہ ’’واقعے کا بیانیہ یوں مرتب ہو کہ یہ ریاست سمیت غیر مسلموں پر حملہ بن کر ابھرے‘‘،اس واقعے کو ابھارنے کیلئے یہ وقت بہت اہم ہوگا۔
دستاویز کے مطابق میڈیا کے اداروں کو 36 سے 48 گھنٹے پہلے واقعے کی جگہ پر متحرک کیا جائے گا، ضلع اننت ناگ میں ایک کارروائی عمل میں لائی جائے گی۔
’’را‘‘ دستاویز کے مطابق سیاحوں کی آمدورفت کی نگرانی کے بہانے خاص جگہوں پر اپنے فیلڈ آپریٹرز تعینات کئے جائیں گے، حملے کے 2 سے 4 گھنٹے کے اندر اے آئی سسٹم کے تحت گواہوں کے بیانات لئے جائیں گے، دھندلی ویڈیوز کی مدد سے واقعے کی تصویریں دوبارہ بنائی جائیں گی۔
دستاویز میں مزید کہا گیا ہے کہ مرکزی ہیش ٹیگ کے بجائے 200 سے زائد سوشل میڈیا اکاؤنٹس کے ذریعے غلط معلومات کی مہم چلائی جائے گی اور آئی ایس آئی پر الزام ڈالنے کیلئے ٹرینڈز کو بغیر کنٹرول کے پھیلایا جائے گا۔
بھارتی خفیہ ایجنسی را کی دستاویز کے مطابق بحث کا رخ کشمیر سے ہٹا کر عالمی اسلامی سازشوں کی طرف موڑنے کی کوشش کی جائے گی، شمالی کمان حملے کی جگہ کے قریب سے ملنے والی خط و کتابت کو آئی ایس آئی سے منسلک کرے گی اور فرانزک انداز میں آئی ایس آئی کی مبینہ دستاویزات لیک کرے گی۔
را دستاویز کے مطابق آپریشن کو امریکی نائب صدر جے ڈی وینس کی سفارتی موجودگی کے مطابق ترتیب گیا ہے، عالمی برادری سے انسداد دہشت گردی پر یکجہتی کی اپیل بھی کی جائے گی۔
دستاویزات میں متبادل منصوبے کی نشاندہی کرتے ہوئے مزید کہا گیا ہے کہ شوپیاں میں متبادل نظام فعال کر دیا گیا ہے، لیک ہونے کی صورت میں متبادل پلان کے طور پر کام ہوگا۔
را دستاویز کے مطابق ایل او سی پر پاکستان کی تیز پیش قدمی بھارت کے کنٹرول کو چیلنج کر سکتی ہے، 1.3 کلومیٹر حد کی خلاف ورزی اقوام متحدہ یا چین کی ثالثی کو دعوت دے سکتی ہے، لہٰذا بھارتی پیش قدمی کو 1.2 کلومیٹر تک محدود رکھنے کی ہدایات جاری کر دی گئی ہیں۔
دستاویز میں مزید کہا گیا کہ غیر جانبدار ممالک کی جانب سے ممکنہ مزاحمت یا دباؤ کا سامنا ہو سکتا ہے، کوڈ INDOPACOM کے ذریعے متبادل لائن TANGO-ECHO کو چالو رکھا جائے گا۔
را دستاویز کے مطابق بلوچستان میں بی ایل اے اور بی این اے کی سرگرمیوں اور رد عمل میں فرق پیدا ہونے کا خدشہ ہے، کشمیر حملے کے بعد 3 سے 48 گھنٹے کے اندر کارروائی کیلئے ٹائم ونڈوز مقرر کی جائیں گی، بی ایل اے سیلز T-48 پر سوئی اور کوئٹہ میں سرگرمیاں شروع کریں گے۔
دستاویز میں مزید بتایا گیا کہ ہندو ہلاکتوں کو صرف مخصوص غیر ریاستی پلیٹ فارمز تک محدود رکھنے کی ہدایت جاری کی جاتی ہے، اننت ناگ اور کاندرا بل کوریڈور میں سادہ لباس میں ڈینٹرس سکواڈ تعینات کیا جائے گا، چین کی اقتصادی اہداف جیسے سی پیک اور گوادر پر ابتدائی عمل درآمد کے دوران نظر رکھی جائے گی، حتمی فیصلہ R&AW نکات پر مبنی ہوگا۔
بھارتی ایجنسی را کی دستاویز کے مطابق ’’اگر 21 اپریل 2025 تک کوئی مسئلہ نہیں آتا، تو حتمی کمانڈ اینالاگ چینل سے فراہم کی جائے گی‘‘، ’’آپریشن کے بعد تمام فیلڈ آپریٹو کیلئے بلیک اسٹیٹس کو قبول کیا جائے گا‘‘۔
دوسری جانب دفاعی ماہرین کا کہنا ہے کہ پہلگام واقعہ بھارتی انٹیلیجنس ایجنسی ’’را‘‘ کی طے اور منظور شدہ کارروائی ہے، کشمیریوں کے خلاف بھارت کی نفرت کھل کر بے نقاب ہو چکی ہے، سیاسی مقاصد کے حصول کیلئے معصوم شہریوں کو نشانہ بنانا مودی سرکار کا وتیرہ رہا ہے، یہ دستاویز ثابت کرتی ہے کہ پہلگام بھی پچھلے حملوں کی طرح فالز فلیگ آپریشن ہی تھا۔
